Why A Smaller Wheel Offset Means
The Wheel Stick Out Further

The pic on the left below shows what the offset is: it is the distance between the wheel's center line and the wheel's mounting surface.

The pic on the right below illutrates why, given the same wheel width, a wheel with smaller positive offset will sit further out.
