Sounds similar to the problem on Greg Coe's GTI.  I traced it to the interface
at the base of the steering column to the universal joint, located in the car.
There are two 13mm nuts holding this assembly together, and even though they
seemed tight, a good strong twist on them eliminated his mysterious clunk and
looseness.

My car did exactly this. I determined that it was coming from the two bolts
that hold the steering column onto the steering rack u-joint, just above the
floor and under the plastic cover that's down there. I just loosened the two
nuts and retightened them, completely disregarding the torque specs, but not
trying to overtighten them.
