No, the OBD-I vs OBD-II split is strictly along model year lines.  All '95
and earlier cars (at least the VW VR6 ones) are OBD-I, while all '96 and
later are OBD-II.  It was a U.S. federal requirement to have OBD-II for 1996
model-year cars.  I know that the '95 VR6es and other eariler years did have
coil packs.

I believe that the 11.3 inch discs were on *all* 1996 cars as well.  My old
'96 was an *early* '96 (built in 11/95, delivered 2/96; still had the silver
GTI emblem on back, no glovebox, old-style steering wheel, early-style oil
filter, no "low fuel" warning light) and it had OBD-II, 11.3 inch brakes,
and the "later" spring perch height.
