I've got bad news for you.  It's in the guts of the switch itself.
I took the switch apart the rest of the way.  That's an adventure.
It's a bit harder to get deep enough inside to do any good.
Anyway, if I had a 95 switch and a 96+ switch in hand at the
same time, I could probably figure out which lead to cut to make
the 95 switch turn the running lights off in the off position.

If you want to dig into it, I can tell you this.
Holding the switch upside down, looking at the back, I'll label the
pins like this:      (hold it so the raised pin number labels are upright)

1 2 33 44 55 66 7    (I'm using my own numbering scheme for simplicity)

88 9 aa b c d e

Double numbers and letters are full width connectors.

Here's what's shorted for each switch setting.

'98 Stock off:     Euro off:                '95 off:
88 33 55           same
e 7

'98 fogs only:     Euro fogs only:          '95 fogs only
88 33 55           same
aa 44              (I did it ;)
e 7

'98 Stock on:      Euro full on:            '95 on:
33 66              same
9 c d 1 2
e 7

'98 on + fogs:     Euro on + fogs:          '95 on + fogs
33 66              same
9 c d 1 2

aa 44

Euro running only: Euro running + fogs
33 55              33 55

So here's what I you can deduce from that mess.
aa 44 is front fogs
aa 44 b is front and rear fogs
33 66 is main lights
88 plus anything else is DRLs on
9 c d 1 2 is instrument and running lights  (ugg)

Can't find a pattern for
33 55   (which is on whenever the main beams are off)
        (maybe it's the lights off *flash* circuit path)
and
e 7 is on all the time.

If someone can fill in the column for the '95 switch maybe I can
figure out what to mess with inside.   Otherwise, I'm sure you
could pick up a stock switch from someone on the list *cheap.
And there is of of course the Euroswitch to get rid of your
'95 running lights, and give you the option of running lights alone
and running lights plus fogs.

BTW, with this last mod, here's what I've got for lighting options.
Hang on to your hat.
(Euro + bridge/jumper + DRL switch + ebrake light jumper + fogs only mod)
gives me:

dark (*)
DRLs low (*)
DRLs low + fogs
DRLs low + DRLs high
DRLs low + DRLs high + fogs
fogs alone
running alone (*)
running + fogs   (*)
running + DRLs low
running + DRLs low + fogs
running + DRLs low + DRLs high
running + DRLs low + DRLs high + fogs
low (*)
low + fogs (*)
low + high (*)
low + high + fogs (*)

Those marked with a (*) are the choices I actually *use*.
The DRL switch gives most of the weird choices, and has side effects, like
I have to turn the DRL switch off if I want running lights only.  The
DRL relay used to handle that.
The DRL low + DRL high I don't use because I don't trust the circuit.
It's like half brightness but the current draw is big, so it's probably
getting disipated as heat somewhere.  In that "thin DRL wire" perhaps.
