The TSB for the frozen locks prescribes removing the door handle,
extracting the lock cylinder, drying it out, and lubricating it with
grease before reinstalling.  Also you are to make sure that the tapered
end of the seal is installed toward the door handle.  It's pretty easy
once you decipher the instructions.

Also you should return to your dealer and show him the section of your
Owner's Manual where it states that the dealer WILL allow you to view
the TSB on request.  All the TSB are available from VW through the
mail.  The index is free and the TSB are $2 each.  It would be nice if
the dealers would just photocopy them for you though.

There were 4 Technical Bulletins that pertained to the locks. The first was
Group 57 Number 95-02 Date 1-24-95, This was superseeded by Group 57 Number
95-02 Date 2-8-95,Group 57 Number 95-04 Date 2-8-95 The bulletins mentioned
about removing the tumblers blowing out tumbler with compressed air and
reversing the outer seal. The latest bulletin Group 57 Number 97-01 Date
1-21-97 superseded the other 3. According to the bulletin beginning with
the 97 my production a new type cylinder with a drain hole has been phased
in. The bulletin atill mentions that on pre 97 cars the same drying out
procedure and flipping the sealing washer still applies. Nothing is
mentioned about the possibility of installing the newer type in older cars.

I have access to all the TSB since I work in a VW/Audi/Porsche dealership.

I had my door lock freeze up on me last winter, but only when it reached 5
below zero.  Try buying one of those lock de-icers in a small can.  It
worked right away for me and it kept them unfrozen from then on.  Cost was
only about 2 bucks.
